4.4(b)(iii) Transshipment Exemption – Indonesia

In order to improve data reporting by Indonesian purse seine vessels — which are typically poorly monitored — this measure provides an exemption to CM4.4(a)  for Indonesian vessels that report their fishing trip logbooks to the relevant RFMO science provider.

Processors, traders, importers, transporters, marketers and others involved in the seafood industry may conduct transactions with those Indonesia-flagged purse seiners that engage in transshipments in Indonesian Archipelagic waters that meet all of the following conditions:

  • Purse seine catcher vessels with carrying capacity ≤ 600mt
  • Fish in Indonesian Archipelagic waters and are allowed to do so by the WCPFC and Indonesia
  • Transship only to Indonesian-flagged carrier vessels in Indonesian Archipelagic waters
  • Provide copies of their logbooks for fishing trips to the Pacific Community (SPC, the science provider to the WCPFC), with operational purse seine catch and effort level information for the WCPFC. ANNEX 2 for PURSE SEINE in the WCPFC Scientific Data to be Provided to the Commission details the required data fields and recommended formats.

Processors, traders, importers, transporters, marketers and others involved in the seafood industry that conduct transactions with the vessels that qualify for this exemption must ensure that their fishing trip logbooks are made available, at least for the fishing trips that concern such transactions.
